{(1) Operation costs subject to a 9% Federal Excise Tax. The Monthly Management Fees and Hourly Variable Rates will be adjusted on 
    January 1, 1999 and thereafter annually on January 1 of each succesive year based on the CPI-U for November.
(2) The Variable Rate has a Fuel Component adjustment amount which varies according to the price of fuel.
